The Certification Authority for Slovenian Biometric Passports
Why and when biometric identifiers in passports? (source: Ministry of interior)
Biometric identifiers shall be integrated in the passports of Slovenian citizens in order to establish a reliable link between the genuine holder and the document because of the Council Regulation (EC) No 2252/2004 of 13 December 2004, which entered into force on the January 18, 2005. The Regulation defines standards for security features and biometrics in passports and travel documents issued by Member States. Two biometric data are determined to be mandatory - facial image and fingerprints. Member States shall apply the Regulation:
- as regards the facial image: at the latest 18 months (till the August 28, 2006)
- as regards the fingerprints: at the latest 36 months.
The biometric identifiers will have to be stored on a contactless radio chip which will be incorporated in passport. The regulation in the Article 6 states that the validity of passports already issued shall not be affected.
Slovenia is also one of 27 countries included in the Visa waiver Permanent Program, which enables their citizens to enter the United States of America without a visa for the purpose of tourism or business or in transit when such visits are for 90 days or less. Since October 26, 2005 the passport must include a machine-readable zone and digital photograph. For the passports, issued after October 26, 2006, it will be required to contain a contactless radio chip with biometric identifiers.
The role of CSCA-SI
In compliance with the recommendations of the ICAO (International Civil Aviation Organization) the biometric data, stored on a contactless radio chip, should be digitally signed. For this purpose each Member State establishes the Country Signing Certificate Authority (CSCA), whose role is to generate the certificates for the Document Signers.
CSCA-SI is part of the Certification Authority at the Ministry of Public Administration and operates in a closed invironment with the Document Signers systems.

CSCA-SI at the beginning of its operation generated its own certificate (CSCA-SI certificate, identification number 1149775140), which is designed for signing certificates for Document Signers and for verifying CSCA-SI signatures or the validity of data in holder's certificates.
